PREAMBLE :
The Dakhla International Film Festival, a major cinematic event in Africa and the Middle East, opens its doors to world cinema with the following objectives:
Present films to the general public.
Organize meetings between film professionals.
Promote the distribution of Moroccan, African, and Middle Eastern film productions.
Encourage exchanges between Moroccan, African, and Middle Eastern filmmakers.
Support film culture in the southern provinces of the Kingdom.
ARTICLE 1: Organization
The festival is organized by the Cultural and Artistic Animation Association of the Southern Provinces, dedicated to cultural promotion in these regions.
The 12th edition will take place from June 03 to 09, 2024, in Dakhla.
ARTICLE 2: Official Program
The festival includes several sections:
Official competition of African and Middle Eastern feature films.
Competition of African and Middle Eastern short films.
Panorama of Moroccan cinema.
Panorama of Hassani Documentary Film.
Tributes to African and Middle Eastern filmmakers.
Workshops introducing film professions.
Symposiums and film discussions.
Parallel activities on cinema and the environment.
ARTICLE 3: Eligibility Conditions
To be eligible, films must:
Be directed by an African or Middle Eastern filmmaker.
Be produced in an African or Middle Eastern country.
Address themes related to Africa or the Middle East.
The festival remains open to global cinematic diversity.
ARTICLE 4: Formats
Competing films must be submitted in one of the following formats:
Other formats may be used for non-competition films.
ARTICLE 5: Production Dates
African and Middle Eastern films in competition must:
Moroccan films must not have been commercially distributed in Morocco, with exceptions.
ARTICLE 6: Film Duration

The Permanent Secretariat of the festival is responsible for selecting films for competitions and other sections.
ARTICLE 8: Language and Subtitles
Films must be presented in the original version with French subtitles and, if possible, English subtitles. Films in French require English subtitles.
ARTICLE 9: Registration
To register, the following must be submitted before March 30, 2024:
Registrations must comply with the requirements of the festival's website.
ARTICLE 10: Juries
The juries of the official competitions are composed of international personalities from cinema and the arts, excluding anyone involved in the production of competing films.
ARTICLE 11: Awards
The awards for the feature film competition are:

Special Jury Prize.
Best Direction Award.
Best Screenplay Award.
ARTICLE 12: Film Copies
Copies of selected films, along with complete documentation, must reach the festival before April 30, 2024.
ARTICLE 13: Transportation Costs
The transportation costs of participating films are covered by the festival.
ARTICLE 14: Responsibility
The festival assumes responsibility for the film copies from their receipt until their re-shipment. In case of loss or damage, the responsibility is limited to the value indicated by the producer.
ARTICLE 15: Unforeseen Questions
The Permanent Secretariat is responsible for deciding on questions not foreseen by these regulations.

ARTICLE 17: Acceptance of Regulations
Participation in the festival implies unconditional acceptance of these regulations.
